Contractor Requirements

Contractors who work within the Village must be registered with the Community Development Department at the Village of Wheeling. Registration may be accomplished at the time of application of a permit. Below is a list of requirements per trade.

  • Electrical Contractor- COI, fee $25.00, and current City Registration (Electrical License).
  • Excavator- COI and fee $ 25.00. 
  • Carpenter- COI and fee $ 25.00.
  • Demolition- Surety Bond or Performance Bond, COI and fee $ 25.00. NOTE: A performance bond or other performance surety, satisfactory to the village attorney, in an amount of one hundred fifty percent of the contract for the demolition work or, if there is no contract, one hundred fifty percent of the reasonable estimated cost of the work required under this Chapter to cover the cost of demolition, and the removal of the building and all other work required under the demolition permit, including inspectional fees and incidental expenses. A copy of a certificate of insurance in the amount of: Three hundred thousand dollars property damage, and five hundred thousand dollars personal injury for all buildings two stories or less; or one million dollars property damage and five hundred thousand dollars personal injury for all buildings over two stories.
  • Elevator- COI and State License.
  • Fire Alarm- COI and State Fire Alarm License.
  • Fire Sprinkler- COI and State Sprinkler License. 
  • Flat Work- (asphalt, concrete, and paver) Surety Bond, Certificate of Insurance and $25.00 Fee.
  • General- COI and fee $25.00. 
  • Homeowner- Affidavit for Homeowner acting as contractor form.
  • Hood and Duct (Commercial only)- COI, and State Fire Equipment Distributor License.
  • HVAC- COI and fee $ 25.00. 
  • Lawn Irrigation- State License for Irrigation (60), State Plumbing License and Insurance (055 & 058).
  • Mason- COI and fee $ 25.00. 
  • Plumbing- State License (058) or "J" City of Chicago, and State of Illinois Plumbing Contractor Registration (055) NOTE: A letter of intent will be required for each project. 
  • Roof- COI, fee $ 25.00. State roofing License, and a copy of a Drivers License.
  • Sewer- COI and fee $ 25.00. 
  • Sign- COI and fee $ 25.00.
  • Steel- COI and fee $ 25.00. 

Certificate of Insurance (COI) to include proof of Liability ($500,000 per person, $1,000,000 Per occurrence) and Worker's Compensation (Per Illinois Law). The Village of Wheeling must be listed as the Certificate Holder.
