Board of Fire & Police Commissioners
The five-member Board of Fire and Police is charged with those duties regarding the appointment and removal of sworn members of the Police and Fire Departments provided by the Illinois Revised Statutes, except such duties as are modified by Village ordinance.

Board of Health
The five-member Board of Health has general supervision of the public health interests of the people of the Village.

Chicago Executive Airport Board
The Chicago Executive Airport Board was created to oversee the organization, maintenance and operation of Chicago Executive Airport, which is co-owned by the Village of Wheeling and the City of Prospect Heights. The Board consists of a chairman, three members appointed by the Prospect Heights Mayor, and three members appointed by the Wheeling Village President. Firefighters' Pension Board
The board of trustees of the Fire Pension Fund of the Village of Wheeling is responsible for the administration of the funds. The board consists of five members: two members appointed by the Village President, two active participants of the pension fund, and one who is retired.

Foreign Fire Tax Board
The role of the Foreign Fire Board is to determine how the Foreign Fire Insurance Tax will be spent for the Fire Department. The tax is imposed on out-of-state insurance companies that provide fire insurance on Wheeling properties. The board consists of seven trustees, with the Fire Chief serving as a trustee, along with six trustees who are elected by the sworn members of the Wheeling Fire Department, from the members of the Wheeling Fire Department.

Joint Emergency Telephone Board
The emergency telephone system allows any telephone located within the Village of Wheeling and connected to the public telephone network access to emergency services by dialing the numbers 9-1-1. The Village's emergency telephone answering system serves both Wheeling and Des Plaines, and is administered by a joint emergency telephone system board ("JETSB") established pursuant to an intergovernmental agreement with the City of Des Plaines. The seven-member JETSB consists of the finance directors, police chiefs, and fire chiefs of Wheeling and Des Plaines, and of the Dispatch Center Director.

Joint Review Board
The Joint Review Board (JRB) is initially established when a new TIF district is under consideration. The JRB meets annually for each Tax Increment Financing (TIF) District to discuss the annual report filed with the State of Illinois.

Liquor Control Commission
The Village President and the Board of Trustees serve as the Liquor Control Commission. The Commission may grant, suspend, or revoke local liquor licenses and impose fines for violations.

Plan Commission
The Plan Commission consists of seven Wheeling resident members, and reviews various amendments and variations to the Zoning Code, prepares a Comprehensive Plan for development, holds public hearings related to new developments and redevelopment, and makes recommendations to the Village Board.

Police Pension Board
The Village Treasurer and members of the Police Pension Board are responsible for the administration of the Police Pension Fund.

Senior Citizen Commission
The seven-member Senior Citizen Commission, appointed by the Village President and Board of Trustees, serves as an advisory body to the President and Board of Trustees, to the Village Manager, and to such other governmental agencies as may have jurisdiction over or exercise any authority or provide or fund any services in the Village of Wheeling, with respect to the general welfare of senior citizens in the Village.
