Youth Division
The Investigations Division is responsible for the investigation
of adult and juvenile criminal and quasi-criminal offenses not
cleared by the initial responding officer. The
Investigations Unit
also investigates drug, vice and organized crime activity.
The Tactical officers assigned to this unit provide direct
enforcement of criminal activity patterns developed through
crime analysis, undercover and covert narcotics investigations,
and proactive patrol efforts to reduce overall criminal

The Wheeling Police Bike
Patrol Unit was formed
May 1, 1996 and consisted of four patrol officers. The unit
operated on each shift around the clock as manpower allowed. The
officers
were assigned to patrol areas of recent crimes, or in areas that
the normal patrol car could not reach.
The unit patrols mainly during the evening hours targeting
certain areas as needed. The unit can perform any normal patrol
function except transporting their arrestees. For that the unit
counts on assistance from their fellow patrol officers in cars.
The unit's arrest totals have been climbing each month as they
refine their techniques. The unit also conducted bicycle safety
talks to over 2000 grade school children just before the start
of summer. The unit patrols on white Cannondale bikes with
police markings. The officer normally dress in dark shorts and
polo shirts with police markings. The unit is available for
visits at block parties and for neighborhood watch meetings.

The Evidence Custodian is a specialist position to which a
community service officer is appointed. This position involves
the receipt, recording, custody, security, and disposition of
all lost property, evidence, and contraband coming within the
custody of the Wheeling Police Department. All property is
maintained in the designated, secure Evidence/Property Control
Room or secured property garage.

The Social Services Unit is responsible for providing service or
referrals for the following situations:

- Victim/Witness Assistance
- Child Abuse/Neglect
- Parent-Child Stress
- Drugs & Alcohol
- Crisis Intervention
- Diagnostic Assessment
- Short Term Counseling
- Consultation
- Mental /Physical Illness
- Runaways
- Depression
An important component of the Social Services Program is
emergency crisis intervention provided for situations which
require professional services beyond the capabilities of the
Police Officer.

Investigator/Youth Officer
This Officer is a plain clothes officer specially trained in
handling juvenile matters. This officer is responsible for
investigating offenses involving juvenile offenders, crimes
committed against juveniles, abuse and neglect cases and other
matters relating to juveniles. The Investigator/Youth Officer
works closely with the Department of Children and Family
Services (DCFS),
social services agencies, and other youth services.
School Liaison Officer
The school liaison program provides full-time Police
Officers at Wheeling High School, Holmes Middle School and Jack
London Middle School. The Duties and
responsibilities of a School Liaison Officer include:
- Act as a resource with respect to delinquency,
identification, and prevention
- Provide guidance on police/school ethical issues in the
classroom setting upon request.
- Provide counseling services to students on an individual
basis.
- Explain to students the law enforcement role in today's
society.
