Flood Boundaries
PUBLIC NOTICE
NOTICE OF INTENT TO CHANGE THE REGULATORY FLOOD PROFILE AND
FLOODWAY BOUNDARIES SHOWN ON THE FLOOD INSURANCE STUDY AND THE
FLOOD INSURANCE RATE MAP, RELATIVE TO CERTAIN PROPERTIES IN THE
VILLAGE OF WHEELING, COOK COUNTY, ILLINOIS
WHEREAS, it is a requirement of 44 CFR, National Flood
Insurance Program regulation Section 65.7(b)(1), that a
community provide public notice of potential changes to the
Flood Insurance Study (FIS) and Flood Insurance Rate Map (FIRM)
before the Federal Emergency Management Agency (FEMA);
WHEREAS, the Engineering Department of the Village of
Wheeling, 255 West Dundee Road, Wheeling, Illinois 60090 has
requested concurrence from the Illinois Department of Natural
Resources - Office of Water Resources (IDNR-OWR) with a
floodplain and floodway map revision on Buffalo Creek/Wheeling
Drainage Ditch. The revision is located in the Village of
Wheeling and in unincorporated Cook County, Illinois; and
WHEREAS, the request is to modify the floodplain and floodway
limits of the Buffalo Creek/Wheeling Drainage Ditch from
approximately 300 feet east of Coral Lane to its confluence with
the Des Plaines River. This revision is being done to include
updated information from that used to map the existing
floodplain shown on the FEMA FIRM, and also to reflect effects
of the William Rogers Memorial Diversion Channel. Panels 64, 68,
69, 206, and 207 of 832 of the Cook County FIRM. The regulatory
flood profiles will also be changed as a result of this
revision. The subject site is located in Cook County in portions
of Sections 2, 3, 10, 11, 12, 13, 14, 15, Township 42 North,
Range 11 East of Third Principal Meridian.
NOTICE IS HEREBY GIVEN, if approved, the revision will result
in increases and decreases to the FEMA-designated floodway, to
the 1% annual chance floodplain, and Base Flood Elevations (BFEs)
in the vicinity of the area from the downstream side of Buffalo
Grove Road to the confluence with the Des Plaines River with a
maximum floodplain widening of 1,010 feet wider approximately
150 feet upstream of Saint Armand Lane and a maximum floodplain
narrowing of 1,900 feet approximately 1,950 feet upstream of
Wheeling Road. The maximum floodway widening is 200 feet
approximately 300 feet downstream of Saint Armand Lane and a
maximum floodplain narrowing of 2,100 feet approximately 1,800
feet downstream of Wheeling Road. The revision will cause the
BFE shown on the FIRM to increase by a maximum of 2.83 feet, and
to decrease by a maximum of 1.18 feet.

by appointment at the Northeastern Illinois Regulatory Programs
Section of IDNR-OWR office located at 2050 West Stearns Road,
Bartlett, Illinois 60103 and also at the Village Hall. Inquiries

You are invited to send written comments regarding the
proposed revisions to Liana Winsauer at the Bartlett Office
within 21 days from the date of this notice.
If you wish to contest the correctness of this delineation,
please submit technical evidence of error or changed conditions.
The Department will review the evidence to determine the
correctness of the delineation.
