The Board of Health (meets every other month at 7:00 p.m. in the Council Chambers of the Village Hall) is established by the Wheeling Municipal Code.  They are responsible for the general supervision of the health interests of the residents of the Village of Wheeling.  By cooperating with and promoting the enforcement of Federal, State, County, and Village regulations related to sanitation and health, they are seeking to control the spread of communicable disease and the promotion of general health.                       
Blood Drives

On the second Wednesday of the months of March, July and November the Village holds a blood drive to collect blood that goes on to serve areas hospitals. Life Source Blood Services operates a blood drive which is held currently in the Fire Department on Dundee Road at 1:30 p.m. until 7:00 p.m.


West Nile Virus

In September 2001, a virus known as West Nile Virus was detected in the State of Illinois. Health Departments around the Chicago-metropolitan area began notifying the State Health Department of the presence of dead crows in their community. Again in May 2002, Wheeling Health Officials submitted another crow for testing which was also found to be positive for West Nile Virus. Since that time we have accepted that premise that this virus is established in the Northern Illinois area. 

West Nile Virus is a mosquito-borne virus that can cause encephalitis (an inflammation of the brain) in people. Most people who are infected by this virus will experience no symptoms. Mild cases of encephalitis are detectable by slight fever or headache, while more severe cases incidents are marked by rapid onset of fever, with headaches, body aches, disorientation, tremors and convulsions. The most serious cases may result in death. 

To minimize your risk of exposure to West Nile Virus, you should follow some simple precautions which are intended to minimize your chance of being bit by mosquitoes. " 

Apply insect repellent sparingly to exposed skin. The more DEET a repellent contains the longer time it can protect you from mosquito bites. A higher percentage of DEET in a repellent does not mean that your protection is better-just that it will last longer. DEET concentrations higher than 50% do not increase the length of protection. Choose a repellent that provides protection for the amount of time that you will be outdoors.

       Repellents may irritate the eyes and mouth, so avoid
       applying repellent to the hands of children.

       Whenever you use an insecticide or insect repellent, be sure
        to read and follow the manufacturer's DIRECTIONS 
       FOR USE, as printed on the product.

Spray clothing with repellents containing permethrin or DEET since mosquitoes may bite through thin clothing. Do not apply repellents containing permethrin directly to exposed skin. If you spray your clothing, there is no need to spray repellent containing DEET on the skin under your clothing.

When possible, wear long-sleeved shirts and long pants whenever you are outdoors.

Place mosquito netting over infant carriers when you are outdoors with infants.

Consider staying indoors at dawn, dusk, and in the early evening, which are peak mosquito biting times.

Install or repair window and door screens so that mosquitoes cannot get indoors. 

Help reduce the number of mosquitoes in areas outdoors where you work or play, by draining sources of standing water. In this way, you reduce the number of places mosquitoes can lay their eggs and breed.

At least once or twice a week, empty water from flower pots, pet food and water dishes, birdbaths, swimming pool covers, buckets, barrels, and cans. 

Check for clogged rain gutters and clean them out.

Remove discarded tires, and other items that could collect water. 

Be sure to check for containers or trash in places that may be hard to see, such as under bushes or under your home.

Restaurants and Retail Food Service Establishments

The Village of Wheeling Public Health Division, in order to provide clean and sanitary food service establishments for all residents and consumers, conducts routine health and sanitation inspections of all food service and retail food store establishments through out the year.

The Public Health Division requires that all food service establishments and retail food stores obtain a Health Permit prior to opening. For those new establishments coming into the village, there is a “Food Establishment Construction Guide” which states the minimum physical necessities for a new or remodeled restaurant, deli, tavern or other food service establishment.

Food News” is a quarterly newsletter, which is sent to all food service establishments and retail food stores in the village.  This newsletter includes helpful articles regarding food handling, preparation and storage, and updates on new regulations and changes in the Municipal Food Code, the Illinois Department of Public Health Food Service Sanitation Code,  and  Retail Food Store Code.

Temporary food service establishments operate periodically throughout the year.  The facilities are also issued permits and get inspected during the event.  A temporary food service establishment operates at a fixed location for a period of time of not more than 14 consecutive days in conjunction with a single event or celebration. Every temporary food service establishment shall be inspected prior to the start of the operation.  To view a copy of the “Festival Food Service Rules” click here.

Property Maintenance

The Village of Wheeling establishes minimum standards for all property within the Village in order to protect the health, safety and welfare of citizens.  These standards are enforced by Municipal Inspectors in the Public Health Division through a process called property maintenance code enforcement.  The Division of Public Health in the Community Development Department is available to help residents understand how to come into compliance with these standards.  Some of the issues addressed in property maintenance include exterior maintenance of all buildings and property areas, garbage and refuse disposal, grass and weed control, as well as maintenance of garages, sheds, fences and sidewalks.

The Village of Wheeling has adopted the ICC 2003 Property Maintenance Code that establishes the minimum property maintenance standards that are enforced throughout the community.  To view the  Property Maintenance Code, you may stop by the Community Development Department Office.

Rental Licensing

The Village of Wheeling requires all residential properties to be licensed.  The purpose for the licensing and inspection of rental residential property is to protect the public health, safety, and welfare of the residents of the Village.  This ordinance protects the public health and safety by insuring that rental units comply with the minimum housing standards, along with maintaining and improving the character and stability of residential areas.  It will also correct and prevent housing conditions that adversely affect, or are likely to affect, the life, safety, health, and general welfare of persons occupying the dwellings.  The Village of Wheeling also seeks to eliminate overcrowding of dwellings by requiring compliance with established occupancy standards.

All owners of rental property in the Village of Wheeling must obtain a license. There are applications available for a single-family building, an individual condominium or townhouse, as well as for multi-unit buildings such as apartment buildings, duplex and/or multi-unit ownership. Applications are available by clicking here.  Before any rental inspection may proceed, the Village of Wheeling requires a consent form be signed by the dwelling occupant and submitted to the Health Division Inspector.
