Signs/Banners Display Policy

Advertising Banners

The display of advertising banners is generally prohibited under Section 21.08.010(d) of the Sign Code of the Village of Wheeling. In recognition of the occasional need of local businesses to inform the public of special events, the Village has adopted the following policy:

"A commercial establishment may display an advertising banner limited in area to 10 (ten) percent of the total display window area of the establishment for a two-week period up to three time a calendar year. A letter shall be directed to the Department of Community Development, prior to the display of any banner, giving the total display window area, the size of the desired banner and the dates during which the banner is to be displayed.

Temporary Window Signs

Temporary window signs are defined as a window sign describing one or more products or services and/or prices of products or services available at the premises and that the information conveyed is not of a permanent character. These signs are limited in size to 15 (fifteen) percent of the window area through which such signs may be seen. In order to accommodate the safe and aesthetic display of such signs, the Village has adopted the following policy:

1. If the temporary window signs are to be displayed in individual windows, the sign area is limited to 15 percent of the window area exclusive of the area of any permanent window signs.

2. If the area of temporary window signs for multiple windows is to be combined, the total area is limited to 15 percent of the total glass store front area. That total area may be distributed in any way such that no individual window is more than forty-five percent obscured including any permanent window signs.

Regulation on Outlining of Windows

The outlining of windows with neon tubing or strings of lights or similar devices are strictly prohibited under Section 21.08.010 (d) of the Sign Code of the Village of Wheeling.

No permit fees are to be charged; however, the display of banners and temporary window signs will be closely monitored.
