Business License
The Village of Wheeling is excited to launch a new online payment platform to make electronic payments for your business license renewal. Go to the home page and select the "Online Payments" icon found in the middle of the screen. Once on the payment page, scroll down to Miscellaneous Receivables. You will be redirected to our online payment portal. Click "Pay a Bill". You will click on Business Licensing and enter your business license number.
Note: Your business license account number may not be the same as last year's. If you do not have your business license number, give us a call.

Before beginning operations, all businesses are required by the Village’s Municipal Code to obtain a valid Business Certificate.
To ensure your business complies with all applicable Village of Wheeling codes, the application process includes a comprehensive review. Please allow 3–4 weeks for the full review and approval process
What to Expect During the Review:
- Code Compliance Review:
Your application will be evaluated for zoning, building, and fire code compliance. - Property & Building Inspections:
The Building Division and Fire Prevention Bureau will conduct an on-site inspection to verify that the building is safe and suitable for occupancy. You will be contacted to schedule this inspection.
Building Permits & Corrections
If the inspection identifies any issues that require correction:
- A building permit may be required.
- Your Business Certificate application will be placed on hold until:
- The necessary work is permitted
- The work is completed
- Please note:
If you plan to make any exterior changes to the building or property—including signage—you must consult with the Planning Division. These changes may require separate review and approval. For more information, contact the Planning Division at 847-499-9062

Why do I need a Business License?
The Business License process ensures that your business complies with various Village regulations before the operation of your business. The licensing process also ensures proper inspection of the premises for safe occupancy.

Should I contact the Planning Department before I sign a lease or contract?
Although not required, you may contact Community Development to discuss your business and any interior/exterior changes, and we can assist in providing additional information to help you understand if any additional reviews and/or approvals would be necessary. This additional information may be helpful in understanding the full scope of meeting Village requirements before you finalize your lease or sales contract.
How can I apply for a Business License?
Applications for Business Licenses can be found at https://www.wheelingil.gov/documentcenter/view/180 and submitted to the Community Development Department via email to cdinfo@wheelingil.gov. Applications are also available for pick up at the Community Development Department, Wheeling Village Hall, 2 Community Blvd.

How long is the license valid?
The business license is valid for one year, April 30- May 1, and it must be renewed yearly.
What if I have more than one business or more than one location?
If you own more than one business, a separate business license is required for each type of business for each location.
I just purchased an existing Wheeling business; can I use the business license from the previous owner?
No. A business license cannot be transferred or reassigned. As a new business owner, you need to apply for a business license in your name.
Do I need a business license if I work out of my home?
A business license is not required, but some home-based businesses require obtaining a zoning certificate from the Community Development Department. Please contact Community Development at 847-459-2620 or by email at cdinfo@wheelingil.gov for more information on home occupations.
What if I close or sell the business?
Please contact the Community Development Department at 847-459-2620 or by email at cdinfo@wheelingil.gov to inform the Village of a business closure.
Do Non-Profit Organizations need a business license?
Yes.
